On February 7, a workshop of BCOP’s Program and Performance Budgeting Working Group (PPBWG) took place in a hybrid format – face-to-face for a small group of BCOP members in Paris, France, and via VC for wider BCOP membership. PPBWG examined the topics of linking strategic planning and budgeting and green budgeting in this meeting. The session on linking strategic planning and budgeting served to inform the finalization of the PPBWG knowledge product on this topic and included a presentation by the OECD Public Management and Budgeting Division of advice from the OECD countries and a presentation of the draft PPBWG knowledge product. In the session on green budgeting, the Ministry of Economy, Finance, and Industrial and Digital Sovereignty of France presented their practices and advice. On February 8-9, a small group of BCOP representatives invited by the OECD attended a meeting of the OECD’s Working Party on Performance and Results in Paris, within BCOP’s long-standing cooperation with the OECD. Attendance at the meetings of the OECD’s Working Party on Performance and Results provides valuable content input for PPBWG’s work and an opportunity for PEMPAL countries to benchmark their progress in program and performance budgeting with the OECD countries. This year’s sessions included the new trends/modernization of spending reviews and performance budgeting, measuring the quality of public organizations, organizational capability reviews, and developing good quality performance indicators. OECD meeting agenda and materials are circulated directly to meeting participants by the OECD.
