This knowledge product was developed by the BCOP Budget Literacy and Transparency Working Group. It includes global definitions of public participation; benefits of public participation that could be used as justification for investments; international frameworks and assessment tools to identify what is considered best practice globally; types of mechanisms of public participation available on both the demand and supply sides including those currently being adopted by PEMPAL countries; and lessons learnt from international experiences including risk factors and how they can be managed. A suggested road map for PEMPAL countries considering establishing and/or strengthening public participation mechanisms has also been drawn from regional and international practices and advice.
