THE VIDEOCONFERENCE OF THE PEMPAL TCOP CASH MANAGEMENT THEMATIC GROUP AND THE WORLD BANK’S PUBLIC EXPENDITURE AND FINANCIAL MANAGEMENT COMMUNITY OF PRACTICE

Videoconference

The Joint videoconference of the PEMPAL TCOP Cash Management Thematic Group and the World Bank’s Public Expenditure and Financial Management Community of Practice (PEFM CoP) took place on September 28, 2022.

The objective of the session was to hear from the invited experts their views on the findings of the TCOP 2021 Treasury Single Account (TSA) and Cash Management Survey summarized in the paper that was finalized last year and is accessible at PEMPAL website through the following link: https://www.pempal.org/sites/pempal/files/2021_tsa_and_cm_in_pempal_countries_eng.pdf

The paper benchmarked the TSA and cash management practices within the PEMPAL community to help to identify good peer practices and to promote treasury reforms in the member countries.  16 countries participated in the survey and the findings were presented to the TCOP during the October 2021 videoconference of the group.  The results of the survey pointed to the progress that many countries had made in developing their cash management functions. There was diversity of practice, which was expected in view of different legal frameworks, institutional and financial structures, and administrative cultures and histories. The responses to the survey also indicated that for many countries TCOP activities had contributed to these achievements. The results nevertheless suggested that all countries had at least some need to further develop their cash management practices, instruments or institutions. There was, therefore, clear scope for further exchange of experiences among the participating countries and operation of the TCOP Cash Management group continues to be highly relevant.

The session provided an opportunity to brainstorm on the topics proposed for the future activities of the Cash Management group in the same paper. A strong group of international experts contributed to  the session as discussants, including Ilyas Tufan, TCOP Deputy Chair / Head of Department in the Ministry of Treasury and Finance of Türkiye; Mark Silins, TCOP Advisor; Rama Krishnan Venkateswaran, Co-Chair (PEFM CoP), Lead Public Sector Specialist, World Bank; Yasemin Hürcan, Regional PFM Advisor, International Monetary Fund; Leandro Puccini Secunho, Senior Debt Specialist, World Bank.
