The Role of the Cash Coordination Committee

This note discusses the underlying requirement, the purposes, and the constitution of a Cash Coordination Committee (CCC) or similar. The need for a CCC flows primarily from the importance of close coordination between cash and debt management functions, particularly where they are organizationally separate. This note accordingly reprises the importance of these coordination structures, before elaborating on the role of CCCs, and discussing examples among PEMPAL countries and beyond. 

This note was prepared by the TCOP Resource Team with Mike Williams as a lead author on the request of the members of the PEMPAL TCOP Cash Management Working Group. It used the results of the TCOP Thematic Survey on CCCs carried out in April-May 2025 and benefited from comments and suggestions provided by TCOP members.
