This report was developed in response to demand from the PEMPAL Budget Community of Practice (BCOP) that had identified weak links between strategic planning and budgeting as a key problem affecting the successful implementation of program and performance-based budgeting.
The note covers a core set of strategic planning tools at national and sector level that typically influence the budget process, together with a range of strategic budgeting tools currently used to align budgets to the strategic goals of government over the medium-term. The report also considers institutional arrangements for management and coordination of these processes and how these can be improved.
Based in this analysis, the note offers general recommendations on good practice principles, supported by examples.
