Thematic VC on Using Digital Currencies in PFM

On November 20, 2025, the Cash Management and Forecasting Working Group of the PEMPAL Treasury Community of Practice (TCOP) held a thematic video conference on Using Digital Currencies in PFM. Over 60 participants, including 55 PFM practitioners representing all PEMPAL COPs (Budget, Internal Audit, and Treasury) from 16 member countries (Albania, Azerbaijan, Bulgaria, Croatia, Georgia, Hungary, Kazakhstan, Kosovo, Moldova, Montenegro, Romania, Serbia, Tajikistan, Türkiye, Ukraine, and Uzbekistan) joined the meeting.

The objective of the VC was to discuss the advantages, challenges, and latest examples of using digital currencies in public financial management. 

The first presentation was delivered by Mike Williams, TCOP Thematic Advisor, who provided an overview of the current practices of using digital money in government treasuries, outlined associated benefits and risks, and emphasized the implications for cash (and debt) managers. Aliya Baygenzhina, Deputy Chair of the Treasury Committee of Kazakhstan, shared the recent experience of Kazakhstan in using digital currencies in treasury operations.* Following the presentations, a discussion on various aspects of digital currency application in PFM was held.
