Joint Meeting of TCOP Cash Management and Forecasting & IT Working Groups in Bucharest
On February 17-19, 2026, PEMPAL Treasury Community of Practice (TCOP) held a Joint Meeting of TCOP Working Groups on Cash Management and Forecasting and Using IT in Treasury Operations in Bucharest, Romania, in a hybrid format. 100 participants, including 87 PFM practitioners from 18 PEMPAL countries (Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Hungary, Kazakhstan, Kyrgyz Republic, Moldova, Montenegro, North Macedonia, Romania, Serbia, Tajikistan, Türkiye, Turkmenistan, and Uzbekistan), joined the event in Bucharest and remotely. Representatives of the National Treasury of South Africa joined the event remotely as guest speakers.
The meeting was hosted by the Ministry of Finance of Romania. It aimed to discuss how interagency coordination between the Treasury and other public institutions, including the Central Bank, and the use of modern IT help to strengthen cash management and other treasury functions.
During the meeting, the participants:
- learned about the experience of Romania in developing treasury operations, strengthening cash management and coordinating this function with debt management and monetary policy, and using the FOREXEBUG IT platform to monitor commitments and process financial statements,
- discussed the coordination between the cash management function and the monetary policy of the Central Bank, including broader economic implications of active cash management, and
- discussed the approaches to leveraging IT for strengthening cash management and other treasury functions.
The event provided an opportunity for all the participants to exchange information on recent relevant developments in their countries.
