Videoconference PEMPAL TCOP thematic group on cash management

Videoconference

The main objective of the videoconference attended by 37 members from 12 TCOP countries was to revisit the topic of Treasury Single Account (TSA), given there continued to be conceptual differences in the way countries implemented and referred to cash consolidation. The videolink was centred around a presentation by TCOP advisor Mark Silins, on the Treasury Single Account (TSA).

The results of the meeting included the acknowledgment that TSA underpins not just cash management but a strong PFM system through the consolidation of cash balances. Challenges and possible solutions were discussed including how to overcome resistance to extending TSA coverage to statutory bodies. A discussion was also held on the next planned face-to-face meeting of the Cash Management and Forecasting Working Group, scheduled for Ankara, Turkey from 16-18 March 2016.
