TCOP Plenary Meeting: Selected Issues in Liquidity Management and Treasury Controls

The TCOP plenary meeting brought together 47 practitioners from 14 PEMPAL member countries, along with 4 members of World Bank resource team, PEMPAL Secretariat and interpreter’s team, to exchange experiences in developing cash management practices and applying key elements of treasury controls.

The workshop began with opening speeches of Ms. Gelardina Prodani, General Secretary of the Ministry of Finance of Albania; Mr. Vugar Abdullayev, Deputy Director of State Treasury Agency of Azerbaijan; and Ms. Elena Nikulina, PEMPAL Team Leader.

Following the tradition of TCOP meetings, the meeting started with an overview of the PFM system and the role and functions of the treasury of Albania. Albanian representatives provided direct feedback on its current practices regarding cash management and treasury controls. Day 1 was concluded with group discussions regarding the experience of hosting country and its relevance for member countries. Agenda of day 2 was prepared by the COP thematic group on cash management. It included a mix of presentations by the experts and representatives of TCOP member countries on selected issues of cash management and forecasting. The afternoon session was devoted to discussions in small groups. Participating delegations prepared the brief presentations for this session focusing on existing issues in cash management and forecasting. The day 3 was devoted to selected issues of treasury controls, specifically commitment controls and mechanisms for prevention of accumulation of arrears. The members continued with the session in small groups. The group reports of day 3 can be reached here.
