TCOP Extended Study Visit to Georgia

On May 28 – 30, 2025, PEMPAL Treasury Community of Practice organized an Extended Study Visit to Tbilisi, Georgia. Over 70 treasury practitioners from 16 PEMPAL countries (Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Hungary, Kazakhstan, Kyrgyz Republic, Moldova, Montenegro, Romania, Serbia, Tajikistan, Türkiye, and Uzbekistan) participated in the event.
The main objective of the Visit was to discuss the progress in modernization of treasury operations in Georgia and the applicability of the Georgian experience for other countries.
The Ministry of Finance of Georgia (the host institution) provided a major contribution to the contents of this event. State Treasury of Georgia presented an overview of its activities, key achievements, challenges and reform plans and shared its experience in moving to more active cash management practices and extending treasury single account (TSA) coverage. The presentations also covered the Georgian experience in digital transformation of the PFM functions, including the introduction of the unified tax code facilitating tax administration process and the ongoing project on implementing artificial intelligence (AI) in the treasury operations. In addition, the Georgian experience in public sector accounting reforms based on the adoption of the IPSAS standards and the results of the recent PULSE assessment, as well as the experience in integrating cross-cutting issues into PFM (such as Climate change, Gender, SDGs etc.) was shared.
Representatives of the Directorate General of Treasury of the Ministry of Finance of Indonesia connected to the event remotely and shared their experience in using AI for cash forecasting. Representatives of Albania and Hungary contributed to country news sessions, and all delegations actively participated in group discussions.
