Study Visit – Public Sector Pay Reforms and Wage Bill Management Practice

BCOP Working Group on Wage Bill Management organized a study visit to review lessons from Slovenia public sector pay reforms and wage bill management practices. The visit provided a unique opportunity to hear details about Slovenian reforms and lessons from Slovenia Ministry of Public Administration and Ministry of Finance representatives. The agenda of the visit included the following issues: employment regimes in public sector, public pay policy and reforms, staffing policy and management, planning wage bill expenditures and payroll management including IT solutions for payroll management,  approaches to retaining highly skilled employees and other related topics.

The objective of this Working Group, launched in 2013, is to learn from international experience and exchange lessons PEMPAL countries learnt on how to address key challenges and vulnerabilities in countries public sector pay systems and wage bill management practices. Slovenia has been identified as an interesting example of a country to learn from, as it undertook significant public pay system reforms during the mid-2000s, had to go through a ‘stability’ programme after the crisis of 2008 and continues enhancing policy on public sector pay and wage bill management practices.
