Presentation of PEMPAL BCOP Member Countries’ Experience in Participatory Budgeting for Uzbekistan Authorities

Tatiana Vinogradova, the BCOP Budget Literacy and Transparency Working Group (BLTWG) thematic consultant, presented the BLTWG’s experience and recommendations on how to facilitate participatory budgeting in PEMPAL countries at the international workshop organized by the Ministry of Uzbekistan and UNDP Uzbekistan on 16 February 2021.

In early 2021, Uzbekistan government adopted a decision that 5% of budget expenditures at the local/regional level should be allocated to initiatives dedicated to citizens’ participation and involvement in budget planning. In this context, the Ministry of Finance of Uzbekistan has developed the draft participatory budgeting model for local governments and organized an international workshop to discuss the opportunities and follow up actions related to introduction of participatory budgeting in Uzbekistan.
