BCOP’s Workshop of the Budgeting for Development Working Group (BDWG) and Participation in the OECD CESEE SBO Meeting
Two events of the PEMPAL Budget Community of Practice (BCOP) will take place in Sofia, Bulgaria, on October 1-3, 2025. This will include a BCOP thematic workshop and participation in the joint BCOP-OECD event.
On October 1, BCOP will hold the first workshop of the newly created Working Group for Budgeting for Development (BDWG), to examine how to effectively plan and finance capital investments for development. The event will feature presentations from the hosting Ministry of Finance of Bulgaria and several international organizations. The day will also mark the official launch of BCOP’s three new working groups, ahead of the BDWG’s technical discussions.
On October 2–3, BCOP members will participate in the annual meeting of the OECD Senior Budget Officials regional network for Central, Eastern, and South-Eastern European Countries (CESEE SBO). Collaboration with the OECD offers PEMPAL countries a valuable opportunity to engage in cross-regional peer exchange and share their reform experiences with a broader network. Budget officials from over 30 countries will report on recent budgeting developments, with a focus on strategies to safeguard fiscal sustainability amid growing spending pressures. Additional sessions will address coordination between central budget authorities and line ministries, the use of performance information, and recent budgeting reforms in Bulgaria and Montenegro.
