On March 31, 2026, the PEMPAL Budget Community of Practice (BCOP) held a webinar on Smart Budgeting for Performance Management in Korea, bringing together over 80 public financial management practitioners from across the ECA region.

The webinar featured a presentation by Dr. Sangwook (Paul) Nam, Senior Advisor at the Korea Fiscal Information Service (KFIS), who shared Korea’s experience in building an advanced performance-oriented budgeting system over the past two decades. 

Korea’s experience stands out as an advanced example for BCOP countries because it demonstrates how performance budgeting can evolve from formal requirements into a fully integrated, data-driven decision-making system, with integrated evaluation and strong feedback into budgeting, and with digitalization as the backbone of improved budgeting.
