BCOP 2026 Plenary Meeting

The PEMPAL Budget Community of Practice (BCOP) will hold its 2026 annual plenary meeting on February 9-10 in hybrid format (in the World Bank Paris Office and via videoconference). 

The general objective is to provide the opportunity for BCOP member countries to examine and discuss members’ priority budgeting topics and to plan BCOP’s future activities. Specific objectives are to: 

  1. gain insight into PFM challenges and opportunities in the ECA region and the World Bank’s support and research,
  2. learn about effective ways to structure and communicate performance information from the budget (including the presentation of the new BCOP’s knowledge product on this topic and gathering feedback from the participants to finalize it); 
  3. examine ways to institutionalize spending reviews with several country cases;
  4. discuss the key challenges in the cooperation of line ministries and the Ministry of Finance (MoF) in advancing budget openness and public engagement, and consider potential further BCOP activities on this topic;
  5. learn about different models and key success factors for independent fiscal institutions; and
  6. discuss BCOP’s results and plans.
