This document is based on materials and discussions at the December 2023 meeting of the OECD Senior Budget Officials from Central, Eastern, and South-eastern Europe (OECD SBO CESEE) and the PEMPAL Budget Community of Practice (BCOP) workshop on budget openness in cooperation with the Global Initiative for Fiscal Transparency (GIFT).
Part 1 provides a brief review of the thematic budgeting areas that each of the 22 participating countries mentioned as their current reform/improvement focus. Part 2 gives some key advice from the OECD and GIFT experts on some budgeting tools that can assist Finance Ministries in their budgeting reforms. These include spending reviews, independent fiscal institutions (IFIs), green budgeting, and budget openness mechanisms.
