Guidance on Financial Reporting Consolidation

The main goal of this Guidance is to support governments and public sector officials in the process of preparing and presenting consolidated financial information on the public sector and entities within the public sector.

The Guidance note considers the constraints, both conceptual and practical, to such consolidated information.  Consideration is given to the benefits of consolidated information in terms of transparency and accountability as well as the costs and difficulties of consolidation. Methodologies are suggested for a phased approach to consolidation, the presentation and publication of consolidated information.  There is also guidance on the use of such consolidated information by civil society organisations
