Program Budgeting

Members of the Budget Community of Practice met to examine the program budgeting practices in a number of countries at different stages of reform implementation.

Plenary objectives:

 

  • Examine approaches to program budgeting and exchange ideas on implementation challenges and solutions.  Questions were raised to groupings of speakers in scheduled panel sessions.

 

  • Facilitate ongoing and future networking and benchmarking to assist PEMPAL members in their professional development and country PFM reform programs.

Outputs of this plenary:
By the end of 3 day session, participants:

 

  1. Improved their knowledge of program budgeting (terminology concepts and best practices) through PPT presentations, and more effectively through discussions with peers and experts.
  2. Had the opportunity to consider and discuss with peers and experts how the new knowledge learned during this event can be applied to own country situations and contexts and how own experience could be meaningful for other countries.
  3. Participants also had the opportunity to discuss their vision of and expectations for BCoP during the coming years, including

 

  • How BCoP should be developing in the coming years (way forward and time frame)
  • Elections of new members and Chair of BCOP Executive Committee.
  • Communiqué of the most important discussions by the end of the meeting

Discussion:
57 participants from eighteen countries from the Europe and Central Asia region exchanged experiences in implementing program budgeting reforms. The opening presentation by the World Bank on Day One outlined key concepts and terminology with presentations from other experts from World Bank, IMF and GIZ addressing key reform aspects.  These presentations included how various countries have pursued program budgeting as a tool to focus on results and policy objectives, and the challenges of implementation within a broader performance management framework.  Reforms were then showcased from France, Australia, Slovenia, and Poland.

On Day Two, PEMPAL members Kazakhstan, Russian Federation, Armenia, Croatia and Bosnia and Herzegovina outlined their progress which was followed by fruitful discussions centring on the following issues identified by members as being of most interest to their reform processes:

  1. How to link budget allocation decisions to performance information ie avoid the case where program budgets are presented but do not influence decision-making or budget allocations.
  2. How Ministry of Finance can train, assist, and legislate line ministries to develop budget submissions in a program format.
  3. What is the recommended sequence of reforms based on the experience of countries.

A communique summarizing the key elements of the discussions will be posted on the IMF’s public financial management blog and shared between members. Guidelines from various countries were also identified and are being shared through the PEMPAL virtual library.

Two documents were translated into Russian and Serbo-Croatian for the meeting and can be found in the PEMPAL virtual library (www.pempal.org). These are:

  • Moving towards a Strategic Advisory Approach on the Introduction of Results-oriented Budgeting, by  the Deutsche Gesellschaft für Internationale Zusammenarbeit  (GIZ)
  • Performance-based Budgeting Manual, by Marc Robinson (CLEAR Training Materials translated with permission from the CLEAR (Center for Learning on Evaluation and Results) Secretariat.

Day Three was dedicated to members identifying the priority areas of PFM reform they would like PEMPAL to address over the next two years within a proposed BCOP Action Plan 2012-14.  This included further meetings and study tours on program budgeting with a focus on performance information and how it can be effectively used to influence budget allocation decisions.

To drive the development and implementation of the proposed BCOP Action Plan 2012-14, a new BCOP Executive Committee was formed. These Committee representatives can be found at the following link: http://www.pempal.org/about/governance/ex-com-bcop/

A donor funded Resource Team was also formally established to assist this BCOP Executive Committee with the development and implementation of its proposed Action Plan 2012-14 and includes the following representatives:
