The workshop of TCOP three accounting thematic groups brought together 35 practitioners from 13 PEMPAL member countries.

PEMPAL Treasury Community of Practice has identified several themes of priority interest for its members. One of such themes is public sector accounting and reporting reform. The theme is of particular relevance for PEMPAL member countries as the majority of them are either already reforming their public sector accounting and financial reporting systems or are in the process of designing the respective reforms.
The previous face-to-face meeting of accounting thematic groups was conducted in February 2014 in Tbilisi, Georgia. Between face-to-face meetings group members regularly met on videoconference meetings. The thematic groups continued their programs with a workshop in Podgorica where the general objective was to offer an opportunity to exchange experiences in implementing improvements in public sector accounting and reporting in member countries. The participants also became familiar with the role and functions of the treasury of Montenegro and learned about the public sector accounting and reporting practices of the hosting country. The workshop began with opening speeches of Mr. Miodrag Radonjic, General Director of State Treasury of Montenegro; Mr. Vugar Abdullayev, Deputy Director of State Treasury Agency of Azerbaijan; and Ms. Elena Nikulina, PEMPAL Team Leader.
The first day of the workshop was devoted to presentations on progress achieved in PFM in Montenegro, delivered by Mr. Miodrag Radonjic and Ms. Marija Popovic, Head of Department of Budget Accounting and Reporting in State Treasury of Montenegro. Later on each accounting thematic group presented their latest achievements. Presentations of plenary sessions with supporting documents can be found here.
The second and the third day were allocated for parallel meetings of thematic groups: (1) Accounting Standards in the Public Sector, (2) Accounting of Public Assets and (3) Consolidation of Financial Reporting. These meetings were conducted according to separate agendas for each of the group. Their materials can be found in below sections.
