PEM PAL TCoP Members Discussed Budget Classification and Chart of Accounts in Dushanbe , Friday, October 15, 2010 17:42
Between October 11 and 13, 2010, members of the PEM PAL Treasury Community of Practice (TCoP) met in Dushanbe, Tajikistan, to discuss implementation of the integrated budget classification and chart of accounts. The meeting was organized in cooperation with the Ministry of Finance of Tajikistan.  

The meeting was opened by Ms. Elena Nikulina, PEM PAL Task Manager at the World Bank, and Mr. Shavkat Sohibov, Deputy Minister at the Ministry of Finance of Tajikistan.

The participants discussed the implementation of the integrated budget classification and chart of accounts (BC & CoA). The objective of the workshop was to allow the Treasury CoP members to exchange experiences and transfer knowledge related to the BC and CoA. Each country was also asked to prepare a case study for presentation and discussion.

Some 30 representatives of ministries of finance from Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan and Ukraine attended the meeting. Participants agreed that learning the rules is a necessary prerequisite to develop and implement integrated budget classification and chart of accounts, although specific practices cannot be directly translated from one country into another. They also emphasized that sharing of best practices and experience is beneficial for learning from one another and important for avoiding discrepancies.

Representatives of the donor institutions participated at the meeting as observers. The Center of Excellence in Finance (CEF) attended the meeting in the capacity of the PEM PAL Secretariat.

Action plan TCoP 

TCoP activity plan for the period June 2010 – June 2012

TCoP activity plan for the period June 2010 - June 2012 is organised around the following topics of priority interest for TCoP members:
  • Use of Information Technologies in Treasury operations
  • Financial Cccounting and Reporting for the Public Sector
  • Financial Management and Control issues
During the period June 2010-June 2012 TCoP whishes to:
  • Facilitate implementation of member initiatives to ensure peer interaction and learning
  • Establish virtual library on priority themes of interest
  • Expand a pool of thematic resource persons committed to support TCOP
  • Develop a workable internal communication network
  • Maintain TCOP leadership structure
The main instruments for overall planning and coordination of TCoP activities will continue to be member surveys on specific topics, regular videoconferences and follow up meetings.

Please note:

Attached here are the COPs Action Plans for the period 2010 – 2012, as approved by the PEM PAL Steering Committee on its session on September 22, 2011. However, only the budgets until March 2012 have been approved. In order to stay within the MDTF ceilings, other activities (i.e., beyond March 2012) could not be approved yet. The PEM PAL Steering Committee will reconsider these activities once there is more clarity on the available donor financing, most likely by December 2011. COPs were requested to manage their spending strictly within the approved budget limits, as program financing is expected to remain tight till at least June 30, 2012, and there will be no flexibility to accommodate even insignificant budget overruns.
